Hi.I want to express my disappointment in high viz jackets as a mandatory gear for motorcycle riders. Motorcycle is the only way of transport I use on a daily base and I can tell you that high viz jacket makes you more visible but does not change a thing safety vise.You get cut off and ignored on the road by car drivers anyway.The only way to make roads safer for all road users is to educate. Educate new car drivers in a learning process about motorcycle riding and braking techniques so the next time they see motorcyclist they have a general understanding. Educate motorcyclist further about riding techniques. Add bright colour road signs near STOP signs or near dangerous junctions which says LOOK TWICE FOR MOTORCYCLES. All motorcyclists I know try to be visible and driving with lights on all the time,as well as maintaining correct position on the road. You don't see motorcyclist text or speak on his phone while driving,or eating,drinking,reading,putting make up and so on. So please don't make us to take all the blame and responsibility for the road accidents statistics.

Dear Zigmas,

Thank you for your email and taking the time to express your concerns regarding the compulsory wearing of high visibility vests for motorcyclists which is recommended in the National Motor Cycle Safety Action Plan. I also note your concerns regarding the dangerous behaviour engaged by some motorists.
Research into road traffic collisions involving motorcyclists focuses on the fact that motorcyclists are more difficult to see because of their relatively small frontal area compared to other vehicles. This highlights two concepts that need to be considered in the area of road safety policy – the conspicuity of motorcyclists and the failure of other vehicles drivers to see motorcycles on the road. This latter concept is referred to as “looked but failed to see” (LBFS).

The research on the issue of increasing motorcycle conspicuity relates primarily to the use of lighting and high visibility clothing. The research related to LBFS relates to training and awareness of drivers and the research also indicates that this may be a more significant factor as drivers get older. I would like to bring to your attention a study by Wells et al. (2004), the results which suggest that wearing fluorescent and /or retro-reflective clothing is related to a significant decrease in approximately 37% in motorcyclist risk of injury.

Observation studies conducted by the Road Safety Authority have in the past reported already high visibility clothing wearing rates of approximately 40% by motorcyclists in Ireland and I would suggest it may in fact be higher now. The Road Safety Authority is carrying out a follow up study which is due to commence this month. We will have the analysed the data and will release the findings by the end of the year. In the event that there are high wearing rates by 2014 (timeline in the action plan), the Road Safety Authority will then re-evaluate the need for compulsory wearing of high-visibility vests. However if there is a need to make a high visibility vest compulsory, the Road Safety Authority will not make a decision on the type of high visibility vests without consulting with motorcyclists and the industry.
For your information in relation to the issue of LBFS by motorists the Road Safety Authority has been tackling this issue in how it impacts on motorcyclists, for example;
1- Current TV and internet campaign entitled ‘Underneath’ which specifically addresses this issue.
2- Compulsory Driver Training for all new car Learner Permit holders including module material on sharing the road with bikers.
3- Driver CPC is 7 hours of compulsory training each year for truck and bus drivers and specifically covering biker awareness.
4- Leaflet with motor tax renewal notices highlighting biker awareness.
5- Repeated media releases during the year highlighting the need to be biker aware.
6- Focus in driving tests on biker awareness.

Finally thank you once again for your email and can I reassure you that in the event that wearing rates exceed 75% the RSA will evaluate the need for making any regulations in relation to compulsory high visibility clothing.
